The Village of Summit Department of Public Works is responsible for public works operations throughout the Village. Their activities include, but are not limited to:  snow and ice control, road and public right-of-way maintenance, cemetery operations and maintenance, parks maintenance, public facilities and grounds maintenance, stormwater infrastructure maintenance, and municipal vehicle and equipment repair and maintenance.

The DPW staff consists of a Director of Public Works, a Crew Leader, two full-time Operators, and two to three seasonal employees (as needed).

Driveways, Culverts, and Work Within the Public Right-of-way

A Right-of-Way (ROW) Permit is required PRIOR to the commencement of any work for the installation or improvement of a driveway within the public right-of-way, except for seal coating of an existing driveway.    In addition, any excavation or other type of work that will disturb any public road or right-of-way requires a permit.  The public right-of-way is an easement that extends for several feet beyond the improved roadway surface, including sidewalks, parking areas, and grass swales.  The ROW permit application is available on the Village of Summit’s website and must be submitted to the Public Works Director for review and approval, along with a $75 fee.  Department of Public Works staff will determine if a culvert installation or replacement is required.

There are a number of requirements for driveways that are outlined in Section 24 of the Village Code of Ordinances, including width, construction material, and location.  Prior to installing a new or replacing an existing driveway, please ensure that the proposed driveway conforms to Village requirements.  Questions may be directed to the Public Works Director at [email protected] or (262) 567-2757.

Municipal Stormwater Permit (MS4) Overview

The Village is required to have a Municipal Separate Storm Sewer System (MS4) permits, per NR 216, Wis. Adm. Code.  MS4 permits require permitted municipalities to reduce polluted storm water runoff by implementing storm water management programs, and programs and activities are reviewed by the Wisconsin Department of Natural Resources (WDNR) periodically.

MS4 Annual Report

The Village is required to submit an annual report to the WDNR to document progress and compliance with permit requirements.  A copy of the most recent MS4 Annual Report for the Village of Summit can be found below.

Stormwater Maintenance Agreements

Stormwater Maintenance Agreement (SWMAs) outline responsibilities for maintaining stormwater management practices (BMPs) on a property.  A SWMA clarifies responsibilities for inspection, cleaning, and repairing of stormwater infrastructure such as rain gardens, bioswales, and stormwater basins.  These agreements may be required by the Village for developments to ensure stormwater management and water quality protection. 

Most SWMAs require periodic inspections of BMPs by property owners and reporting to the Village to ensure stormwater systems remain functional and effective over time.  Failure to comply with SWMA requirements may lead to water quality issues in local waterways and corrective action by the Village at the property owner’s expense.
